Abstract
The Qur'an al-Hakim has clarified the fact that there are two aspects to the iqamat of religion, one is positive and the other is negative, commanding good and forbidding evil is the main pillar of religion. Command to do good and forbid evil is another name of Hisba. The real purpose of the Prophet Muhammad’s SAW revelation was to call to monotheism and self-purification, as well as to reform one's morals. His Holiness was the authority on all religious and administrative matters however, he had appointed officers and workers at various places for the betterment of the situation, purification of morals and establishment of justice. After the Prophet's time, the short two-year caliphate of Hazrat Abu Bakr Siddiq (RA) was full of emergencies. He did not spare a single minute in subduing them and at the same time he did not feel the need to change the system from the time of the Prophet. When Hazrat Omar Farooq (RA) flourished on the throne of the Khilafah, the system of government was slightly different. In his time, Omar (RA) took a number of steps to promote public morality and Islamic values, which were greatly expanded in this system. He also performed the duty of ombudsman himself. There may not be a proper title for Hisba, but he did a good job of all the things that can fall into the category of Hasba in any way. This article discusses Hazrat Omar Farooq’s (RA) accounting system, describing the nature, methodology and resources used in His time, here are some suggestions on how to look or get an appointment for antique items. The importance of research on this topic can be felt in view of the increasing (individual and collective) corruption and disorder in the present,that the methods of Hazrat Omar Farooq’s (RA) accounting system and their results and fruits should be collected in the system of accounting in such a way that everyone can play his role in reforming the society knowing the real purpose of enjoining the good and forbidding the evil.
